The council has already completed its own survey of young people who live and/or go to school in the borough. More than 5,000 young people have taken part in surveys and 400 more have joined focus groups.
The youth service will be affected by the overall reduction in funds available for the council. The proposed modernisation programme will look at how the service can make best use of the resources available to provide services for young people.
Cllr Gareth Barnard, executive member for children and young people, said: "Residents and young people who want to have their say on proposals to modernise the youth service are encouraged to take part in our online survey - which will be available for 12 weeks until March 16.
"We've already consulted with thousands of young people in the borough, but we want more of you to take part in the survey so we can make sure the modernisation for the youth service reflects the needs of our young people."
