Cllr Mrs Ballin, executive member for transport and planning - who had been ill for some time - died peacefully at Wexham Park Hospital on Tuesday evening.
Cllr Mrs Ballin represented Winkfield and Cranbourne ward and lived in Ascot.
She was first elected to Bracknell District Council in 1983 and served as chairman of the development committee beween 1986 and 1990.
From 1997 Cllr Mrs Ballin became planning and transportation chairman.
After Bracknell Forest became a unitary authority in 1998, she took on the role of executive member for transport and planning in 2001.
She was also agent for the former Bracknell MP, Andrew MacKay, until the 2010 General Election.
Cllr Paul Bettison, leader of Bracknell Forest Council, said today: "Mary cared very deeply about her local community and Bracknell Forest, and was proud to serve for so long.
"She worked very hard in her roles as ward member, executive member and during her time as the MP's agent when she was also bravely battling her illness.
"Mary will be very much missed by everyone who knew her and worked with her. Our thoughts and prayers are with her family, son Harry and daughter Joey and her grandchildren."
